Virtual office and flexi-desk in UAE free zones

  • What is included: Most UAE free zones (DMCC, IFZA, Meydan, Ajman, RAKEZ) offer a flexi-desk option as part of the basic licence package. This typically includes: a registered business address, mail collection and scanning, use of hot-desk workstations for a set number of hours per month, and meeting room bookings.
  • Visa quota: Flexi-desk licences typically allow 1–6 visas depending on the free zone. If you need to hire a team, you will need to upgrade to a serviced or physical office.
  • QFZP substance test: If your company targets QFZP status for 0% CT, the substance requirements include having employees in the free zone and core income-generating activities conducted in the free zone. A flexi-desk with no employees is likely insufficient for QFZP substance.
  • Banking: UAE banks conducting KYC on a new corporate account application view virtual office/flexi-desk businesses with more scrutiny than physical office businesses. If possible, upgrade to at least a serviced office before applying for bank accounts at traditional banks.

Virtual offices and mainland UAE licences

DED in Dubai (and most other emirate commercial departments) require a physical tenancy contract for a mainland trade licence:

  • Ejari-registered tenancy: DED requires an Ejari-registered tenancy contract for all mainland commercial licences. A virtual business centre arrangement (without Ejari) is not accepted for most activities.
  • Business centres: Mainland business centre agreements where the business centre registers the Ejari on behalf of tenants (subletting desks within a licensed business centre) are accepted — this is effectively a desk or small office within a licensed mainland business centre, not a pure virtual address.
  • Exceptions: Some professional activities (individual professional licence holders with certain activities) may be registered at a home address under DED’s self-employed scheme — but this is limited and not available for commercial trading activities.

Can a UAE company operate entirely remotely with a virtual office?

Yes — for many professional service businesses (consulting, digital, media), a flexi-desk free zone licence is sufficient. You operate from anywhere but have a UAE business address, a UAE trade licence, and UAE banking. The limitation is visa quota (1–6 visas) — if you need a larger local team, you will need to upgrade your office arrangement.

Do UAE banks accept virtual office addresses for business accounts?

Some do, some don’t. Digital banks (Wio, Mashreq NeoBiz) are generally more flexible with virtual office/flexi-desk businesses. Traditional banks (Emirates NBD, FAB, ADCB) prefer physical offices and may ask for evidence of the company’s operational footprint. A strong business plan and clean KYC can sometimes overcome the virtual office objection at traditional banks.

How much does a UAE virtual office cost?

A pure virtual office (address + mail handling only): AED 1,500–3,000 per year from business centres. A flexi-desk (address + hot-desk access): AED 3,000–8,000 per year from free zones (often included in the basic licence package). In Dubai, flexi-desk costs are higher (AED 5,000–10,000) than in Ras Al Khaimah or Ajman free zones (AED 2,000–5,000).

What is the difference between a flexi-desk and a serviced office in a UAE free zone?

A flexi-desk gives you a hot-desk (shared workstation) for a set number of hours per month — typically 20–40 hours. You cannot permanently occupy a specific desk or set up dedicated equipment. A serviced office is a private, lockable office with your own furniture and equipment — it is your dedicated space. Serviced offices support more visas and look better for banking. The cost difference is typically AED 5,000–15,000 per year.
