Corporate Tax for Freelancers in UAE: The AED 1 Million Rule, Penalties and How to File

Permit holders are taxed as individuals, free zone companies are not. Here is how the AED 1 million turnover test works, what to file on EmaraTax, and what it costs to get it wrong.

Quick answer

A freelancer working under a permit or licence in their own name is a natural person, so UAE Corporate Tax applies only once business turnover passes AED 1,000,000 in a calendar year. You then register by 31 March of the next year and file by 30 September, which is 30 September 2026 for 2025 income. A free zone company you own must register and file whatever it earns.

Do freelancers in the UAE have to register for Corporate Tax?

Only if your business turnover passes AED 1,000,000 in a calendar year, or if you work through a company. The answer turns on whose name is on the licence: a permit in your own name makes you a natural person, while an FZ-LLC or FZE is a legal person that registers from day one.

The table below sets out the positions freelancers most often find themselves in, as of September 2026.

Edge cases that catch permit holders out

  • Salary plus side projects: your employment salary is outside Corporate Tax, so only the freelance fees count toward AED 1,000,000.
  • Renting out your own flat: personal real estate investment income that needs no licence sits outside Corporate Tax and is not added to your freelance turnover.
  • Two permits, one person: the test is on your total business turnover as an individual, so fees under a Dubai permit and an Abu Dhabi licence are added together.
  • A company you also own: fees invoiced by your FZ-LLC belong to the company, which has its own registration and return, and do not count toward your personal AED 1,000,000.

How the AED 1 million turnover test works for a freelancer

The test looks at gross business turnover in a Gregorian calendar year, not profit and not what reached your bank after fees. A developer who billed AED 1,080,000 and spent AED 400,000 on subcontractors has still crossed the line, even though profit is far lower.

Once you cross it, the calendar year becomes your tax period, and the two dates that follow are fixed: registration by 31 March and the return by 30 September of the next year.

The registration and filing clock once you cross

Say your freelance fees passed AED 1,000,000 during 2025. You needed to register as a natural person on EmaraTax by 31 March 2026, the tax period is 1 January to 31 December 2025, and the return plus any tax is due by 30 September 2026.

If your turnover drops below AED 1,000,000 in a later year, that year has no Corporate Tax obligation as a natural person. Check your EmaraTax account for any obligation it still shows rather than assuming it will switch off by itself.

Freelance permit or free zone company: which Corporate Tax rules apply?

A permit and a company are taxed under different rules, even when the same person does the same work. Choosing between them changes when you register, which reliefs are open to you and how much paperwork a zero-revenue year still creates.

Why the 0% free zone route rarely suits a solo consultant

A Qualifying Free Zone Person pays 0% only on qualifying income and must keep non-qualifying revenue within the lower of AED 5,000,000 or 5% of total revenue. Income from mainland customers and from individuals is generally non-qualifying, and audited financial statements are required for every Qualifying Free Zone Person under Ministerial Decision No. 84 of 2025.

Fail a condition and the company pays 9% for that period and the next four. For a one-person agency billing mainland brands, the standard route with the AED 375,000 0% band or Small Business Relief is usually simpler. Our QFZP guide for free zone companies goes through the tests in detail.

How to track turnover across Upwork, Fiverr and direct clients

Keep one monthly turnover log that pulls every source into AED, because no platform statement will tell you when you have crossed AED 1,000,000. Freelancers who rely on bank credits alone miss platform fees, currency differences and invoices paid late.

A turnover log that holds up

  • One row per invoice or platform earning, with client, country, currency, amount and AED equivalent.
  • Platform earnings recorded before service fees, with fees and withdrawal charges logged as costs.
  • A running year-to-date total so you can see the AED 1,000,000 mark coming in, say, October rather than discovering it in February.
  • The exchange rate you used and where it came from, applied the same way all year.
  • A note of which bank account received each payment, so the log reconciles to your statements.

Keep freelance money out of your salary account

A separate account for freelance receipts is the cheapest control you can add. When fees, salary and family transfers share one account, proving what was business turnover takes hours, and the FTA expects records to support the return for 7 years.

Filing as a natural person follows the same EmaraTax return as a company, but the numbers come from your own invoices and platform statements rather than a company ledger.

Total your 2025 business turnover

Add every invoice and platform earning from 1 January to 31 December 2025 in AED. Leave out salary and personal rental income. If the total is above AED 1,000,000, you are in scope.

Register as a natural person on EmaraTax

Create or open your EmaraTax account and complete the Corporate Tax registration with your Emirates ID, passport and permit or licence. If 31 March 2026 has passed, register now; waiting only makes the penalty position worse.

Build a simple profit and loss

List fees on one side and business costs on the other: software subscriptions, co-working desk, equipment, subcontractors, platform fees, business travel. Personal spending stays out.

Decide between Small Business Relief and the standard calculation

With revenue up to AED 3,000,000 you can elect Small Business Relief and report no taxable income. Otherwise tax is 9% of taxable income above AED 375,000. Model both before you open the return.

Complete the return

Enter revenue, expenses and any adjustments in the EmaraTax Corporate Tax return. Payments to relatives or other connected persons must be at arm’s length and go on the disclosure with the return.

Submit and pay by 30 September 2026

Submit the return, note the reference and pay any tax due before the deadline. Late payment runs at 14% a year, calculated monthly.

Archive everything for 7 years

Save invoices, contracts, platform statements, bank statements and the submitted return in one folder. Corporate Tax records must be kept for 7 years.

What records does a freelancer need for a Corporate Tax return?

You need proof of every dirham of turnover and every cost you deduct, organised by calendar year. Gather these before you log in to EmaraTax.

  • Emirates ID, passport and the freelance permit or licence (all renewals in the year)
  • Every sales invoice issued in the calendar year, numbered in sequence
  • Annual earnings statements downloaded from Upwork, Fiverr or any other platform you use
  • Bank statements for every account that received freelance money, including foreign currency accounts
  • Written contracts or statements of work with major clients, especially overseas ones
  • Receipts for software, equipment, co-working, travel and subcontractor payments
  • Your monthly turnover log with the exchange rates used
  • Details of any payments to family members for work on your business

For a freelancer who crossed AED 1,000,000 in 2025, the date that matters now is 30 September 2026. The table lists the rest of the calendar as of September 2026.

What are the Corporate Tax penalties for freelancers in 2026?

The penalties are the same for a permit holder as for a company, set by Cabinet Decision 75/2023 as amended. The one that hits freelancers hardest is the flat AED 10,000 for registering late, because many only learn about the AED 1,000,000 rule after they have crossed it.

How a freelancer's penalty stacks up

Take a permit holder who crossed AED 1,000,000 in 2025, did not register by 31 March 2026 and files the first return three months late, at the end of December 2026. The waiver window closed on 31 July 2026, so the AED 10,000 stands. Three late months add AED 1,500, and any tax owed carries 14% a year from 1 October 2026. Before any tax, that is AED 11,500 for paperwork alone.

6 Corporate Tax mistakes freelancers make

Most freelancer penalties come from assumptions rather than complicated tax. These are the ones we see most.

  • Crossing AED 1,000,000 and not registering. Turnover builds quietly across platforms and direct clients, and the 31 March deadline passes before anyone adds it up. The result is the AED 10,000 late registration penalty.
  • Mixing salary and freelance income. Counting salary inflates turnover and can push you to register when you did not need to; leaving freelance fees inside a salary account makes records impossible to defend.
  • Assuming foreign-client income is tax-free. Being paid in euros by a Berlin client does not take the income out of UAE Corporate Tax. Leaving it out produces an incorrect return with 1% a month on the tax difference.
  • Using net platform payouts as turnover. Recording only what Upwork or Fiverr paid out understates revenue and can hide the moment you crossed the threshold.
  • Registering for Corporate Tax early and ignoring the TRN. Once an account exists, EmaraTax may show obligations. Ignoring the portal is how late return notices appear.
  • Treating Small Business Relief as automatic. It must be elected in the return, which still has to be filed on time. Relief does not cancel the AED 500 a month late filing penalty.

How freelancers avoid Corporate Tax penalties

A 20-minute monthly routine prevents nearly every penalty in the table above. Put these on your calendar now.

  • Monthly: update the turnover log with every invoice and platform earning in AED
  • Monthly: reconcile freelance bank account credits to the log and platform statements
  • Monthly: file receipts for business costs the same week you pay them
  • Quarterly: check the year-to-date total against AED 1,000,000 and the VAT thresholds of AED 187,500 and AED 375,000
  • Quarterly: file the VAT 201 by the 28th if you are VAT registered
  • By 31 March: register on EmaraTax if last year’s turnover passed AED 1,000,000
  • By 30 June: decide on Small Business Relief versus the standard calculation with your accountant
  • By 30 September: submit and pay, then archive the year for 7 years

Freelancer already late or holding an FTA notice?

Register and file straight away, because the late return penalty grows every month and the registration penalty does not shrink by waiting. Then pay whatever tax is due to stop the 14% a year charge running.

If a return you filed left out platform or foreign-client income, correct it through a voluntary disclosure before the FTA raises it. Once a penalty decision arrives, you have 40 business days to request reconsideration, and after that decision you can take the case to the Tax Disputes Resolution Committee.

Worked example: a freelance developer with AED 2.4M turnover

Consider an illustrative Dubai-based software developer on a freelance permit who billed AED 2,400,000 in 2025 across two European clients and Upwork, with AED 1,880,000 of costs, mostly subcontracted developers. Accounting profit is AED 520,000 and the return is due 30 September 2026.

Relief saves AED 13,050 here, but it has trade-offs, such as how any losses from relief years are treated, so the choice should be made deliberately. What freelancers actually ask us about Corporate Tax

I have a self-sponsored freelance licence from Abu Dhabi DED, do IT work for a client in Europe and earn under AED 1M. Do I need to register?

No. A self-sponsored freelancer is a natural person, and Corporate Tax registration is only required once business turnover passes AED 1,000,000 in a calendar year. Below that line there is nothing to register or pay. The European client does not change the test; watch the total each year.

I earn about AED 40,000 to 50,000 a month on a freelance permit, mostly from overseas clients. I registered last year and got a TRN but never filed. What should I do?

At that rate your turnover is roughly AED 480,000 to AED 600,000 a year, below the AED 1,000,000 natural person threshold. Because a registration exists, log in to EmaraTax, check what obligations the account shows, and get written confirmation from the FTA on whether a return or deregistration is expected. Do not leave an open account unattended.

My freelance documents come from a free zone and I have no income. Do I have to register on EmaraTax?

It depends on who holds the licence. If the free zone issued a licence to a company, that company must register and file whatever its revenue, even with nothing earned. If you hold an individual freelance permit, you register only once business turnover passes AED 1,000,000 in a calendar year, by 31 March of the next year.

I am on a GoFreelance permit, registered for Corporate Tax thinking it was compulsory, and never reached AED 1M. Can I deregister?

You did not need to register, because natural persons only come into Corporate Tax above AED 1,000,000 of business turnover. Ask the FTA through EmaraTax how to cancel a registration made early and whether anything is expected while it is being processed. Keep copies of that correspondence with your records.

Can a freelancer with a free zone licence use Small Business Relief, or does it need a mainland licence?

Small Business Relief is open to resident persons with revenue up to AED 3,000,000, whether the licence is mainland or free zone. The limit is that a Qualifying Free Zone Person cannot also claim it, so a free zone company picks one route. You still register and file to use it.

I read that Small Business Relief was about to end and that e-invoicing is coming. What does that mean for a freelancer?

The end date you read is out of date. Ministerial Decision 131 of August 2026 extended Small Business Relief to tax periods ending on or before 31 December 2029, still for revenue up to AED 3,000,000 and still with a return. For e-invoicing, businesses under AED 50,000,000 must appoint an Accredited Service Provider by 31 March 2027 and go live on 1 July 2027.

Frequently asked questions

Do freelancers pay Corporate Tax in the UAE?+

Only above the threshold. A freelancer working under a permit in their own name pays Corporate Tax only when business turnover passes AED 1,000,000 in a calendar year, and then at 9% on taxable income above AED 375,000. A freelancer trading through a company is taxed through that company, which must register whatever it earns.

Is freelance income from foreign clients taxed in the UAE?+

It counts. Fees from clients abroad are part of your business turnover for the AED 1,000,000 test and part of taxable income once you are in scope. For VAT, services exported to overseas clients may be zero-rated; see our guide on zero-rated VAT for exported services.

How do I register for Corporate Tax as a freelancer in Dubai?+

Do freelancers need to register for VAT as well as Corporate Tax?+

They are separate tests. VAT registration is mandatory once taxable supplies and imports pass AED 375,000 in the previous 12 months, or are expected to within 30 days, and voluntary from AED 187,500. What expenses can a freelancer deduct for Corporate Tax?+
